Pilate used 3 languages Greek, Hebrew and Latin. This made sure that it would be understood by all people.

Why was the Roman chief Captian in Jerusalem happy that Paul could speak Greek?

For several reasons. The Captian was Greek himself and most likely spoke it bettter than latin. Also, by speaking Greek Paul showed he was not the Egyptian rebel they were seeking, As a Roman citizen he could call on the protection of Rome.
